The Stark-Tuscarawas-Wayne Joint Solid Waste Management District's Plan was first approved on February 24, 1993. The District is required to update the Plan every five years. The current plan was prepared by the Ohio Environmental Protection Agency (EPA), working in consultation with the District and under a contact with a team of solid waste planning consulting firms. This plan update was approved December 2006.

The District is required to implement waste reduction strategies which will meet the goals established in the 2001 State Plan. The District is encouraged to meet the following goals through its residential/commercial waste reduction strategies and industrial/commercial waste reduction strategies and industrial waste reduction strategies:

Access to Alternative Waste Management Opportunities. Under this goal, solid waste management Districts must demonstrate that at least 90% of the residential population in each county has access to recycling opportunities.

Reduce and/or recycle at least 25% of the residential/commercial waste generated and 66% of the industrial waste generated.

Provide informational and technical assistance on source reduction.

Provide informational and technical assistance on recycling, reuse and composting opportunities.

Develop strategies for managing scrap tires, yard waste, lead-acid batteries and household hazardous waste (HHW).

Economic Incentive Analysis. Under this goal, the District must analyze the feasibility of incorporating economics incentives into its recycling programs.

Prepare a market development strategy. Optional

Reporting. Under this goal, the District must annually report to the Ohio EPA on its progress toward implementing its solid waste management plan.
