The Stark-Tuscarawas-Wayne Joint Solid Waste Management District’s Plan was first approved on February 24, 1993. The District is required to update the Plan every three years. 

The District is required to implement waste reduction strategies which will meet the goals established in the State Plan. The District is encouraged to meet the following goals through its residential/commercial waste reduction strategies and industrial/commercial waste reduction strategies and industrial waste reduction strategies:
